I have not reported to you on this matter since I had the honor to address you last on the 12th instant (as in the enclosure), and have thus not confirmed your cable received three days later, as

I was expecting from day to day to hear from you the result of the kind inquiries you were making in Hongkong, as you cabled, relative to Messrs. Dodwell's candidature for this agency, and because I felt I must not trouble you in these times with any letters unless absolute- ly necessary.

However, the next mail is not likely to leave until a week hence, so I must not defer any longer this confirmation of your cable, just referred to, which reached me on the 15th instant, reading:

"Yours 11th 12th. Understood that Governor's decision, fomed on Cheetham's resignation, is not to sanction any arrangement in- volving your Company unless in conjubation with some approved local firm, whose position for the future must be assured stop.

Any such arrangement submitted for approval will be consider- stop.

Meanwhile Government cannot intervene between your Company and Reise with whom apparently you have not been able to agree.
